It has been my experience that rewarding last place teams in fantasy hockey with #1 draft picks can be bad for a league. The chance to draft the next Crosby is far too tempting. I've seen this temptation destroy a great fantasy league. The last thing we want in this league is a GM(or 2 or 3) who coasts through the last month of the season to ensure he adds the first overall draft pick.
The top 8 teams in this league qualify for the playoffs. I propose the following....
The team which finishes 9th overall aquires the first overall draft pick. 10th place team gets the second overall draft pick....last place team would get the 8th overall pick then playoff teams 8 through 1.
9th place - First overall draft pick 10th - second pick 11th - third pick 12th - fourth pick 13th - fifth pick 14th - sixth pick 15th - seventh pick 16th - eigth pick 8th - ninth pick 7th - tenth pick 6th - eleventh pick 5th - twelveth pick 4th - thirteeth pick 3rd - fourteenth pick 2nd - fifteenth pick 1st(Champ) - sixteenth pick
I believe this formula will encourage bottom feeder teams to fight for every last point available and prevent teams from trying to finish last. I've had success with this formula in the league i run.
What do you guys think?

Your system definitely has merit, but it would depend on what we want to do collectively that should decide.
In most leagues I'm in, we do a draft lottery in the same manner as the NHL. We also either take away the first overall pick to a team that is obviously tanking, or, we make them pick last in the 1st round.
Knowing these possibilities, I haven't seen too many teams purposely or rather obviously tank. The worst team isn't guaranteed the 1st overall pick, even though usually, that is what does happen with the NHL draft lottery.
You also have to consider that these are also picks that do get traded away, as Paul acquired 1st and 2nd overall in the IFHL this year.

Mike you have a good point. To me, I like it the way it is. I think the way to get around any bottom feeders tanking ( not saying this would happen ). Is if their are shananigins of tanking, have the commish take away that teams 1st round pick. Quick and simple.

My vote would be to mirrow the NHL draft order for all the non-playoff teams. I would not think there is anyone that would tank on purpose for the #1 draft pick. If that appears to be the case, then the commissioner/co-commissioner should address that situation during the season.

Mirror the NHL lottery so we can watch it on tv and see the draft order set. I finished last in my other league and got screwed just like columbus did in the nhl
