GMHL - Official Rules & Procedures
These rules serve as the official guide for all GMs in the GMHL.
Part 1 - General Info, Contacts; Responsibilities:
What is the GMHL?
The General Managers Hockey League (GMHL) is a lifetime keeper fantasy hockey league that consists of 14 franchised teams hosted on Yahoo and Proboards. As a GM of a GMHL franchise, you get the experience of managing your own team of professional hockey players. Your goal is to get the best lineup on the ice every day because the better your players perform in real-life games, the more value they bring to your fantasy hockey team.
League Championship:
At the end of each regular season, the top eight teams in the overall league standings qualify for the Andrew Watson Cup playoffs, an elimination tournament consisting of three rounds, which results in two teams facing off in the final round, dubbed the Andrew Watson Cup Final.
The playoffs will end 1 week prior to the end of the NHL regular season to minimize the effect of players being rested the last week of the regular season by NHL teams unless Yahoo allows for a 2-week final match. If there is a 2-week final option available, the playoffs will end on the same day that the NHL regular season ends.
Yearly Franchise Fee:
Each GM is required to pay a $25 franchise fee which is due 2 weeks after the Andrew Watson Cup is awarded.
League Prizes:
The winner of the Andrew Watson Cup Final is awarded a cash prize. Other cash prizes for the regular season and the playoffs will be awarded as follows:
$70 - 1st overall
$50 - 2nd overall
$40 - 3rd overall
$30 - 4th overall
$25 - 5th overall
$50 - Andrew Watson Cup champion
$35 - Andrew Watson Cup runner up
$25 - Andrew Watson Cup 3rd place winner
$25 - consolation round winner
Who’s running the GMHL?
The GMHL is owned and operated collectively by all members of the General Managers Hockey League. The GMHL wants GMs in this league that are committed to winning and who participate at the highest level possible.
Commissioners: Anthony Lancione, Glenn Sampson and Steve Woodhall
The Commissioners' responsibilities include running drafts, approving trades, updating the website, interpreting rules, overseeing free agent player signings, and anything else deemed necessary to run the GMHL.

Max Free Agent Acquisitions Per Week: 2
- On Yahoo, an acquisition is defined as any new addition to your team, be it adding a new player to your farm team or adding an FA to your pro team.
- Dropping a player from your roster on Yahoo or moving a player to or from IR/IR+ is not considered to be an acquisition.
- Moving a player from your farm team to your pro team or from your pro team back to your farm team is not considered to be an acquisition.
- At 23:59 Eastern on the day the Andrew Watson Cup playoffs are concluded, all rosters are considered to be frozen on Yahoo. There will be no more player acquisitions until the GMHL is restarted, usually by the end of April annually.
* The grandfather clause explained.
All GMs who have more goalies on their rosters than allowed under the new goalie limit, 9 total, of which no more than 4 can be pros, can stay over the goalie limit until they trade away or drop enough goalies to be compliant. The grandfather clause is for the goalies you currently own now and not the number of goalies you have.
You can trade away or drop any of these goalies at any time; however, if you trade a goalie, you cannot have a goalie coming back to your team in a trade until you are at 9 goalies total or under.
Furthermore, while the grandfather clause is in effect for your team, you will not be allowed to pick up another free-agent goalie or draft a goalie until you meet the new goalie limit of 9 goalies total or less.
The grandfather clause applies to the following team: Quinte Hawks.
Please note that a goalie placed on IR+ on Yahoo will not count towards your goalie totals.
Scoring:
The GMHL uses Head-to-Head scoring based on Yahoo’s hockey statistics.
Forward/Defensemen Scoring:
Goals (G), Assists (A), Points (P), Plus/Minus (+/-), Penalty Minutes (PIM),
Powerplay Points (PPP), Shots On Goal (SOG), Faceoffs Won (FW), Hits (HIT) and Blocks (BLK)
Goaltender Scoring:
Wins (W), Goals Against Average (GAA), Saves (SV), Save Percentage (SV%) and Shutouts (SHO)
Roster Transactions:
All GMs are required to update their own team's transaction page immediately after making any adds or drops from their team so that all GMs are aware of these roster moves. This does not include moves to your pro team from your farm team or from your farm team to your pro team.
Before you sign a free agent:
- Make sure the player that you wish to sign is available (not already owned by a GMHL team) by checking the ‘Team Roster’ page located here:

A 1 day waiver period has been enabled in this league so that Yahoo can process all waiver requests.
Farm eligible players on your team are not subject to waivers and can move freely between your pro team and your farm team. All farm roster moves will be updated daily by Anth, Glenn or myself.
If you send 1 of your eligible players back to the farm after we have done the updates, usually shortly after 7:00 p.m. daily, let Anth, Glenn or I know as soon as possible so that we can change that player's status in Yahoo to FA.
Other Considerations:
Position eligibility is determined by Yahoo.
IR+ eligibility will be based strictly on Yahoo. Unlike previous years, if Yahoo doesn't show a player's status as being eligible to be placed on IR+ (IR, IR-NR, IR-LT, DAY-TO-DAY or OUT), you will no longer be able to substitute this player by temporarily dropping that player from your roster and adding a replacement player.
In exceptional circumstances, the Commissioners may review a request to place a player on IR+; for example, what happened to Byfuglien a few years back. In almost every case though, a GM may have to wait until the NHL team updates the player's status, which may take a few days to be reflected on Yahoo.
RFA players who have not yet signed a contract will not be eligible for IR+. If Yahoo allows you to place an RFA on IR+ before the season starts, you will have to move the RFA to your active or farm roster by the roster deadline date.
Players who had been placed on IR+ should be taken off of IR+ as soon as possible after they have been reactivated on Yahoo.
During the NHL season, free agents may be added using the waiver system on Yahoo up to your limit of 20 FA signings in a season.
Waiver Priority: The waiver order priority is retained year over year; that is, the waiver priority listed on Yahoo at the end of the NHL regular season will be the waiver priority put in place at the beginning of the next NHL season (this may change if waivers were used in the off-season).
Any player dropped outright from your farm team will be subject to a 1 day waiver period. Any player dropped in the offseason, whether from your pro or farm team, will also be subject to a 1 day waiver period.
Any team wishing to add a player dropped outright from the farm or a player dropped in the offseason, must put in a waiver claim before 6:00 p.m. the following day. Please send your waiver request by e-mail or WhatsApp to Anth, Glenn or me to ensure the privacy of your intentions.
If more than 1 team wants the player dropped to waivers, Anth, Glenn or I will manually process this waiver request after the 6:00 p.m. deadline has expired. If there are no claims submitted then the player becomes a free agent.
As per Yahoo rules and regulations, the top 8 teams will qualify for the Andrew Watson Cup playoffs.
After the NHL regular season ends, trades and free agent pickups will be allowed in full once the league starts up again.
Part 3 - Trades:
Teams can trade as they wish during the regular season up until the trade deadline. The trade deadline each year will be up to one week after the actual trade deadline used by the NHL that season.
Regular season trades must be proposed using the Yahoo system; however, all trades must be posted on Proboards first by 1 GM and then confirmed by the other GM, or the trade is NOT valid.
All trades will automatically be processed by Yahoo, so please don't accept a trade unless you are positive that this is what you want to do. If you've made a mistake, state your case on Proboards so that we can consider both sides of the trade. We have never reversed a trade in the GMHL and I don't expect we'll have to.
Any GM who objects to a trade shall post valid reasons why he does not think this trade should go through. Some trades may look unbalanced and some trades will have a definite winner and loser - that's just the way it is with trades as we all value players differently.
Neither of these reasons alone is enough to overturn a trade; however, severely unbalanced trades can undermine the GMHL. Consequently, there must be something in place to overturn or maybe tweak what potentially could be a bad trade for the GMHL.
Therefore, if 4 or more GMs post objections to any trade in the GMHL, then the trade shall be put on hold and the Commissioners, Anth, Glenn and Steve, will vote on this trade.
If any of the Commissioners are involved in the trade then another GM will take their place in the vote. This additional GM will be selected from all the other GMs in the league. The selection will rotate alphabetically for each required vote. The vote will be final. If approved, only then will the players change hands on Yahoo.
Offseason trades shall be posted in the forum under Trade Announcements. All trades need to be confirmed by the other GM involved in the trade. Once again, if there are any issues, the trade will be reviewed and possibly voted on prior to being accepted by the League.
Part 4 - Farm Teams:
Each team's farm team consists of 20 farm eligible players; however, this can be higher as long as your team roster size is no more than 47 players.
Farm player eligibility:
Skaters - Have played in 100 NHL career games or less before the start of the current season.
Goalies - Have played in 75 NHL career games or less before the start of the current season.
Farm players maintain their eligibility for the full NHL season up until the beginning of the new NHL season in October.
When a farm player moves to the active roster, the GM will have to drop another player from his active roster in accordance with the normal Yahoo free agent rules.
Some farm players that are already owned by another team will show on Yahoo as available free agents. Please check the Team Roster page first before adding a farm eligible player because no GM is allowed to sign another GM's farm player as a free agent.
Part 5 - Entry Draft:
There will be a 3 round Entry Draft each year, usually commencing in late June (around the same time that the NHL conducts its Entry Draft).
All players who have been draft eligible in the past and who remain under the 100/75 game limit for Skaters/Goalies respectively, can be picked in the Entry Draft, as are all players who are in their draft year and are eligible for the NHL Entry Draft for the first time.
The Entry Draft shall be a non-snake draft. Once the Draft Lottery has been completed, the remaining teams will be placed in the reverse order of the final regular season standings (prior to the playoffs). Exception: the Andrew Watson Cup champion shall have the last pick in each round of the Entry Draft.
Part 6 - GMHL Draft Lottery:
The GMHL implemented a new method for the GMHL draft lottery in the summer of 2021. The draft lottery will now be conducted online via a live lottery simulator and will be recorded via video conference. We'll use Wheel Decide or a similar site to choose the #1 through #6 picks and record the session live on Zoom.
The 6 non-playoff teams' first-round picks are the only picks available for the top 6 picks in any Entry Draft. The following odds will be entered into the lottery simulator:
- 14th Place = 38%
- 13th Place = 24%
- 12th Place = 16%
- 11th Place = 11%
- 10th Place = 7%
- 9th Place = 4%
Please note that a non-playoff team's first-round pick can only drop a maximum of 2 spots in the draft lottery; for example, if you have the best odds going into the draft, you'll pick no lower than 3rd.
If you're a playoff bubble team and we (Anth, Glenn and I) determine that you're tanking on purpose to get into the Draft Lottery, you will automatically be eliminated from having an opportunity to obtain the 1st or 2nd overall pick.
Part 7 - Team Competition:
A GM who purposely and repeatedly tanks will be subject to a penalty.
All GMs must proactively set their most competitive roster for each match. GMs must actively rotate their players into their starting roster throughout the season. For those GMs that may not be available for the entire week's match, you are expected to set your roster in advance. Failure to do so on a regular basis will be considered tanking.
Purposely losing for a better Entry Draft pick is considered tanking and will not be tolerated.
GMs are expected to meet their minimum of 3 goalie appearances each match. If a GM continually does not meet their minimum goalie appearances, this will be considered tanking.
There may be legitimate circumstances where a GM may not be able to meet their minimum goalie appearances; therefore, the co-commissioners will look at any occurrences on a case-by-case basis before undertaking any further action.
Penalties:
As part of their investigation of possible tanking, the co-commissioners may decide that further action is warranted.
On the first occasion, a GM will receive a warning. On a second occurrence, another warning will be given and the GM will be advised that if it happens a third time, a penalty will be imposed.
The penalty is: your top draft pick for next summer will drop 2 placements; for example, if your top pick was 10th overall, the imposed penalty would mean that your 1st round pick would now be 12th overall.
All GMs should note that it has been a very rare occasion where a penalty has been imposed on a GM. It has also been rare that a GM has been issued a warning.
Remember, this is supposed to be first and foremost a fun league; however, we hope to maintain the integrity of the league at all times.
