Thanks for the input Bill. Your idea might be possibly a way of dealing with streaming; however, I don't know if getting rid of all the IR slots is desirable either. It almost seems like we are robbing from Peter to pay Paul here. Perhaps there can be some middle ground.

Based on this vote, looks like we are keeping the rosters sizes unchanged, so am sure they will also enable the "weaker" teams to inherite some players, as me personally with 5 draft picks, means I would have to drop 5 players to keep 5 players, and thats very unlikely.
Steve/Glenn, we all need to understand the FINAL decision on roster sizes soon, as it will certainly mean alot of teams that have 3+ picks this year, will have to make sure serious decisions on rosters.
Assuming we are not adding any roster postions, we also need to know the process, can teams exceed their roster cap until October 1st for example, where all teams then need to be roster size compliant at 25 Major and 16 Farm Team?

As it stands now, 13 of 15 active GMs have voted.
On the one hand, by the narrowest of votes, we will be expanding the farm team rather than maintaining the status quo.
On the other hand, I had also stated that over the next couple of years that we'll be expanding the farm team to 18.
For next summer, we're expanding the farm by 2 for a total of 20.
All teams will be able to add as many farm players as they have picks for in the upcoming entry draft. You will not have to make any final decisions on your final team composition until just before the regular season begins, so if you are over by a 2 or 3 farm eligible players, that will be fine for the time being.
You will not be able to exceed your maximum roster size in the off season either. If you do 2:1 or 3:2 trades, you will be expected to drop back to the maximum roster size once your trade has completed.

That works for me, even thought 46% of the league has voted to keep the status quo and not increase the farm team rosters.
Am a little confused as you stated we are increase the farm by 2 positions, and teams COULD exceed their FT rosters by 2-3 eligible FT players until the season starts. Your next sentence is states "you will not be able to exceed your maximum roster size in the offseason" Seem these statements conflict with each other, or am I reading it the wrong way?
Steve, as teams trade for future picks, I do feel we need to define the final roster size for FT and Major League Rosters. I have multiple picks per year, and if at some point the league decides to freeze the roster sizes, which we should, unfortunatley the value of draft picks diminishes quite a bit, and they are not that valuable. I have 5 picks this year, and only adding two to FT roster, means I have no real value any of my 2nd R or 3rd R picks since I have two first round picks.
Maybe I am wrong in my analysis on roster sizes, so would appreciate others input.

What I meant is that you won't be able to exceed the maximum size for your Pro roster. Currently we stand at 25 Pro, but that may change, depending on outcome of our current poll.
The Farm team will increase to 18 this year and 20 next as per the original draft of the rules. I made a mistake by bringing it to a vote as we had already decided this last year in the original draft of the rules and I should not have opened it up again. I didn't think it had been settled, which was my mistake.
I let the vote continue because I don't believe that I really should go back on something that I had proposed. If the vote had not carried, then a majority would've obviously had decided to change what had already been in place and I am fine with that.
As it is, the majority decided to expand the farm teams. Expanding the farm teams was the plan all along, so to say that 46% voted to maintain the status quo is somewhat misleading to me. If anything, 46% wanted a change from the original set of rules that we started with last fall. Regardless, there were not enough negative votes cast to warrant a change.
Adding 2 this year and 2 next just seems to make sense to me, so that is what we are going with.
As for roster size limits, the Pro team will be 25 or 26, depending on the vote in the latest poll.
I envision capping the farm team at 20 as originally planned when we set this league up. As for extra draft picks, you are in the same position as many others. You can make all your picks, but you must be roster compliant by the beginning of the season.
We'll give you this date shortly before the regular season begins as your final decision on your team may be influenced by how training camp goes for your prospects. Expect this date to be 2-3 days before the 1st game of the regular season.

Thanks Steve and Good Plan.
Am looking forward to the offseason and draft preparations.
So if I do go ahead and select 5 players in the 2013 draft, do I need to drop any, or can I hold onto the 5 extra FT players until a specified date? Just wanted to get an idea if there is a "limit" to extra FT players a team can keep on their roster until the date for FT compliance to 18 total players. Need to get some idea how I want to approach the coming amateur draft.

- All teams can have a maximum of 16 players on their Farm teams until the Entry Draft.
- You can make all the picks you have in the Entry Draft without having to make any drops until just before the NHL regular season begins.
- After the draft, you will not be able to pick up any other eligible farm players unless you drop one. For example, Bill has 5 picks in the Entry Draft. He can hold a maximum of 21 players on his Farm team until a date, TBD, just prior to the commencement of the NHL regular season.
- My maximum for my Farm team will be 18 as I only have 1 pick; however, the maximum Farm size increases to 18 so I can pick up another Farm eligible player after the Entry Draft ends.
- Please be advised that all players will have their GP totals changed to reflect the actual amount of GP before the NHL season begins.
